I don't know but my guess would be that if there is heat enough to burn a hole in a target, then the heat would dissipate the water vapor in it's path.

It's not heat it's light and water can diffuse it making it weaker. That's always has been the problem with their use in atmosphere.

Well whatever molecular movement is going on must be causing some sort of heat in order to set those targets on fire. I know very little about laser technology, but I do know that the same ray of light through a magnifying glass that will set leaves on fire, will also dry up a drop of water.

It would have to be exceedingly strong, depending on how much it would have to go through. Light is diffracted by water, hence rainbows, but that's not useful if you want to concentrate the energy for a length of time in one place. That's why it's range through clouds or fog is probably limited as opposed to clear skies. How much it's limited is probably a secret anyway but if it's effective range in the clear is 100 miles it's going to be a lot less than that if there is any water vapour in the way.
